Julianne Kemp Arbuckle

December 23, 1938 — July 7, 2021

Julianne (Julie) Kemp Arbuckle loving wife, mother, grandmother, great-grandmother, and friend sparkled for the last time at her daughter’s home on July 7, 2021, at the age of 82, surrounded by her favorite people in the world, her family.

Julie was born on December 23, 1938, to Victor Huyck and Ruth Parker Kemp in Salt Lake City, Utah. She was born into a military family, that moved often. She attended seventeen schools in twelve years. Of the many places she lived, she said Kansas City, Germany, and Long Island, New York were her favorites. She graduated from Wantagh High School on Long Island and then attended Brigham Young University where she met her husband of fifty-five years, James Kingdon Arbuckle. They were sealed in the Salt Lake Temple on June 2, 1959. Together, they raised four daughters and one son. They lived in Bountiful for 10 years and then spent the next 46 years in Fruit Heights.

At the age of 40, Julie was able to restart fulfilling a goal she had always had to complete her college education. She attended Weber State College where she earned a bachelor’s degree in Psychology in 1980. A few years later she continued her education in graduate school at Brigham Young University earning a master’s degree in Counseling and Guidance in 1983. While attending graduate school she simultaneously worked as the Director of Academic Advisement at Weber State University.

In 1993, she returned to Brigham Young University earning a PhD in Counseling Psychology. She then joined the Psychology Department at Weber State University as an Associate Professor. She taught a variety of psychology classes, her favorite being “Interpersonal Relations.” After gaining tenure in 2003, she became the first female Psychology Department Chair. She served in that capacity until 2006 when she was awarded Emeritus Status. Julie continued to work in private counseling after her retirement from Weber State University.

After Jim died in 2014, Julie sold her home in Fruit Heights and built a new one in Syracuse. She served in the Ogden Temple, hosted at the Joseph Smith Memorial Building, and was a hospice volunteer. She enjoyed the many friends she made while serving. Another activity Julie loved was playing golf with her friends. They called themselves the “Sandbaggers” and she enjoyed many years of golfing with her friends in Davis County and in St. George. Julie loved travel, learning, funny cards, a good meme, rum raisin ice cream, laughing, her cats, her family, and all things sparkly.

Julie was proceeded in death by her husband James, her parents, great-grandson, Cooper Armstrong, and great-granddaughter Piper Salzl. She is survived by her loving children Ruthanne (Brad) Keller, James Arbuckle, Kathryn (John) Salzl, Trish Arbuckle Thorpe, and Emily (Kevin) Whatcott and by her 19 grandchildren and 12 great grandchildren.

Funeral services will be held at Russon Brothers Farmington Mortuary, 1941 North Main Street, Farmington, UT, on Monday, July 12, 2021, at 10:00 a.m. Friends and family may call prior to her funeral services from 8:30 to 9:30 a.m.

Interment will be held at Bountiful City Cemetery following the service.
